Using checkboxes

I am trying to customize my Outlook 2000 contacts files.
I have designed (used several checkboxes) and published a
form.

When I create Views, filtering information found in the
checkboxes, I am obtaining odd results.

I assume that the checkbox is either on (true) or off
(false). However, when the checkbox is off, I obtain an
incomplete list when I enter a filter where I set the
condition to "does not exist". The remainder of the list
is found under condition "equals" value "off".

What am I doing wrong? How can I create a filter where I
get the complete list for a checkbox that is not checked?

On the original form in design mode, check the All Fields tab, under User-defined Fields in This Item. Are the checkbox fields listed there?
