Using background image in a table in FP2003

When on the table properties tab, the "use background picture" check box and file browser are grayed out. Do you know how I can enable that option? Thanks for your help.

Tools Page Options Compatibility / Authoring
- set to level 4 browsers
(in FP 2003 set the schema to IE5)
