Using a letterhead in Outlook

I need to use a letterhead in Outlook. I have designed the file in Publsher
and have it saved as a Word template, Jpeg and Publisher file. The recieved
mail must contain this letterhead as well. Message typing must fall within
certain margins. Stationery doesn't work as it tiles the picture.

Any suggestions?

suggestions:

1)... Publisher 2007 has the long-awaited "send to email" feature...

2)... Make the letterhead and letter in FrontPage and then use Word for
opening the HTML file, and doing the mail merge - to the appropriate email
database/excel/outlook data file - from Word..

?
