Users unable to open jpg files

My company runs Active Directoy 2000. We utilize the GPO
for the domain. When a standard user (non-administrator)
tries to open any .jpg, MS Photo Editor attempts to open
the file, giving the following error message: NO FILE
FORMAT INFORMATION CAN BE FOUND IN THE REGISTRY. UNKNOWN
FILE FORMAT ERROR.

When logged on to the PC with administrative access, the
file opens normally. I have searched thru the entire GPO
for the domain, and am unable to resolve this.

Hi - this isn't AD related - see MSKB 260151 for a fix.

i've had this problem long before win2k....this is a bug
in the application... it's not windows 2k or ad that is
causing it....
