How to create a user group that has most of the rights as
a power user; I have a customer that needs to limit the
access of a system in a class room environment but needs
the rights to printers and all installed software.?

A normal user account can have rights to print and
to run all software that is installed for all users (at
least if it is Windows certified application).
So what specifically is the problem ?
If it is just some of the installed software then using
the standard tweaks to change its install location to
all Users group write may be the trick (else also try
doing so on that software's reg area).
