user's dial-in tab

I've delegated permissions to a sys admin, giving him full
control to the user objects, but he is unable to view the
dial-in tab.

The Dial-In tab is part of the RAS console. If you want this tab available
to you run: "msiexec /i adminpak.msi ADDLOCAL=FeRRASConsole /qb"

On some of the machines that run Active Directory users and computers some
of them have the Dial -in tab missing on the property sheet of users.

Any idea why it is not there and how I get the dial in tab to show?

By "unable to view the dial-in tab do you mean that the actual tab is not
there ( missing ) or do you mean that it is there but he can not do anything
with it?
