Users Corrupt

After and upgrade from ME to XP Pro, the USERS utility
seems to be corrupted. There are no users listed. I
cannot create or change any users. The OS does boot and
log on OK. Does anyone know of a way to correct this
without a re-install?

How do you mean the Users utility?, you are aware there
are slight differenes in the way xp managers users of me
arnt you?
