Users connected during shutdown

I just upgraded to XP. I have a DSL "always on"
connection to the 'Net and when I do a shutdown, I get a
warning that there are 1 users connected to your system.

A) How do I find who is connected?

B) How do I prevent "undesirables" from connecting?

C) Can I set it up so when somebody tries to connect, I
am notified and only if I agree can they connect?

First, make sure that there is no Switch User switched out
account logged in, as such will cause this.
Turn on the firewall. That in itself will prevent externals
from accessing your system, and so buy you the time to
find the other setting that you could use to tighten the system.
You must look into the security event to track logins, there is
no "notify you when it happens" option.
