users and web access

As administrator, IE works fine on my wireless network and I can get on the internet, but when we switch users, to one with a limited account, there is no internet connection. The limited users are my children, I don't want them installing programs or going into each others directories, but I do want them to have internet access without granting administrator status. Can this be done? If so, could you help me with the proper configuration? Thanks.
