"Users and Passwords"?

The choice of "Users and Passwords" dissappeared from
Control Panel. Is this mean the domain has policy to hide
it? I cannot even see the option when I logon locally with
local administrator...help...
 
It might mean that it's a policy thing. You'd have to ask the domain admin
about that. What happens if you try to run lusrmgr.msc from the run dialog?
