users and groups

Just started a job where PC/Network admin is a secondary
job. We are using Windows 2000 and XP Professional in a
peer-to-peer network, no true server logins. Security is
not an inside issue, folder shares are created, etc. The
issue that i've run into is that since there is no domain
creating users and groups is a pain. I have to re-create
each group, each user, and each share on every maching.
This is time consuming. Is there a way to create groups,
users, etc., in a peer-to-peer network so that I don't
have to "touch" each machine and re-enter all of the
groups and users, such as scripts, the ability to copy
a "file" to each machine with the information in it?
