Limited users can not access the system tools or make
changes to their permissions.

An administrator can do anything to any account.

The same thing that keeps someone in prison in their cell..

The obvious limitations of their situation. The rights they are given
aren't enough to affect other users in any significant way - unless you give
them (as administrator) more rights.

Limited users can't change their own settings to administrator. The
administrator has to do it from their log in.
