Hi,

If you are referring to the reg file that adds UserPasswords2 to the
control panel, than click the following link, unzip the reg file and
merge it into the registry.

Such file does not exist in Windows. To launch the "User Accounts" extended
applet, type the following in Start, Run:

control userpasswords2
