Userenv error -Event ID 1000

I am receiving an error on a Win2k Professional
workstation. Cannot access the shared directories on the
server on the network.

Error:
Source:Userenv
Event ID: 1000
Windows cannot access the registry info at
\Server.local\sysvol\server.local\policies\{31B2F340-016D-
11D2-945F-00C04FB984F9} \machine\registry.pol with {1240}.

I have verified the permissions on the sysvol directory
and all users have full access.
I have reset the workstation secure channel communication.

Please help...

I have exhausted all these explanations. None have
worked, I have tried all them.
Any other suggestions?? I'm in desperate need of help.
If I cannot figure it out, I have to rebuild...
