user32.dll relocated because hhctrl.ocx occupied address reserved system DLLs

The system DLL user32.dll was relocated in memory. The application
will not run properly. The relocation occurred because the DLL
C:\Windows\system32\hhctrl.ocx (Microsoft HTML Help Control
5.2.3790.2847 ) occupied an address range reserved for Windows system
DLLs. The vendor supplying the DLL should be contacted for a new DLL.

Windows XP Media Center edition

You might want to download and run the hotfix available from
Microsoft after you install the updates.

The Realtek HD Audio Control Panel may not start, and you
receive an error message when you start the computer: "Illegal
System DLL Relocation"

Been asked/answered a hundred times in the past two days. Please scan the
newsgroup posts for the issue.
