In windows98 you chould customise the user settings, like
if they shared same docs, and or start menu, is this
still possible with xp, or can you link two users so that
when one updates start menu other follows?

No for the latter question. You can customize the user profiles in
C:\DOCUMENTS AND SETTINGS. You will find a personal folder for each
user here as well as the ALL USERS folder for settings that should
apply to all profiles. Under these folders you find DESKTOP and START
MENU subfolders for to customize these parts of the Windows GUI for
your users.
