User restrictions for program access

I recently obtained cable DSL. I want to restrict my kids from accessing
explorer in their user name, and access only if I sign in as the
administrator in my name. How do I prevent other users on my computer from
accessing programs like explored and outlook?

It's not as simple as denying access to specific programs, unfortunately.
You might want to look at parental control software (google for this - there
are many, so be sure to read reviews).

Note that a smart kid will usually be able to run circles around his/her
parents where this sort of thing is concerned - nothing takes the place of
parental supervision, and keeping computers in a public area of the house.

Let me see if I understand this. You don't want your children to have
limited access to the Internet via their own user accounts, but instead
want them to have complete, unfettered access to both the Internet and
every file on your computer as administrators? That's usually the exact
opposite of what most parents want.

NO, You didn't understand. With dial up, I had to put in a password before my
kids could go online, then I could keep a close eye. With this DSL, it is on
all the time, I cannot control when they log on if I'm not home, therefor I
cannot always see what they are doing.
The computer is in a public room, I do look at history files, ect, I just
want to keep them off the internet if I'm not there. I don't care whose user
name it is, I want to password protect access.

All I can say is, I searched at microsoft repeatedly and did not get this
answer- make it easier to find for families like me!
