User Registry

hi,
i have a domain windows 2000 server and windows 2000 pro clients .

only one client (who is a member of domain user) is unable to install
software, printer and save registry changes i tried a lot of think but
nothing change. how could i give him necessary rights.

More than likely the other users are in the local administrators group on
their machines

but he need to install and save registry setting while logged to domain.
