User Profile in Windows 2000

Hi all,
Can anyone tell me how to customzie a user profile? What
we have is a server that users can access remotely thru
Terminal service. We want those users to logon the
Terminal server and have a customize profile that can only
show what we want them to see and run. When the users
logon they are using their user accounts from the domain
(Active Directory).
For example, if we want the users to only see the icons of
programs (such as MS Word) on the desktop, and disable
other things such as the "Run" command and things in the
Start Menu.
Is there anyway to do it? Would it be different if the
Terminal Server is replaced with a Citrix MetaFrame server?

These custom configurations for your users can be done via
group policy object through active directroy.

I have tried. I set up an OU and set up a Group Policy for that OU with
block inheritance enabled (let's call this policy GPO-1). I created a
testing user account in that OU and tried to logon remotely using that
testing account. However, for the things that I have setup using the group
policy GPO-1 nothing has taken effect.
For example, I enabled the "Hide all icons on Desktop" in the policy, under
User Configuration->Administrative Templates->Desktop. I then tried to
connect via Citrix ICA client to the Citrix MetaFrame server, then logon
using this testing account. After logon I still can see all the icons on
desktop.
Is there anything that I was incorrectly setup? Please kindly advise.
