User privileges

Right now at my company there a some users that use
AutoCAD. With AutoCAD you need to be a Power User or
have some type of Administrative privileges to use it. I
don't want my users to have that type of power over the
computers they use. I really don't want the users
downloading programs. They end up messing up things. Is
there any way to block installing programs on the power
user group? This way they could use AutoCAD, but not
have a way to download programs from the web. We are not
using a Domain of any kind. We have a basic workgroup
setup. So the policies would be local for each machine.
Any help would be nice.

It would seem that you could add the individual users to
the permissions for AutoCad, or simply modify the access
requirements for AutoCad.
