User Permissions?

Hi

I would like to create different users for my database.

When I loggin, as "admin" for example with a password, I must be able to go
into design mode, etc
But When another user loggs in, example "Reception", with their password,
they must not be able to make any changes to the design of the database?

You can do that with User Level Security on MDBs only in 2007, or in any
