User Permissions

I had to reinstall Windows XP Pro on my home PC. The PC did not ship with
an actual Microsoft CD just the "rebuild dick" from HP so I'm not sure how
everything is configured.

I have two users that are setup as Administrators and two that are setup as
users.

Everything works fine for the Administrator id's but the "users" can't see
any Flash animation, can't change their default home page, can't run
Java...etc.

I've looked through all the permissions but since I'm not an expert I am
having trouble finding out where these permissions are defined.

Can someone point me in the right direction?

Permissions are set on folders and files as described in the article in the
link below. Normally a regular user should be able to change their homepage
unless you used a Group Policy type restriction to prevent them. By default
they should be able to do it.
