First, test your password by logging in to your webmail:
http://webmail.cox.net/
If that works, it proves you have the correct username and password.
A likely reason for the username/password failing is account corruption.
One thing you should try as a possible quick fix is to delete that corrupted
mail account, restart Windows Mail, then recreate that account.

If that doesn't fix it, more drastic measures will have to be taken.
Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

If turning off the email scanning function does not resolve your problem,
consider upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly aggressive antivirus programs.

Email scanning in any antivirus must be disabled, for reasons
explained here:

Tools - Accounts - select this account - Properties - Advanced tab -
Incoming server port should be 995 and SSL should be checked (on).

http://support.cox.com/ Select "Email" in the "Learning Center" box,
"Windows Mail" in the "Select
Sub Topic" box, then "How to: Configure Windows Mail in Windows Vista for
SSL / POP".

Then create your own thread.

In Vista Forums (vistax64.com), click on the big orange button that says
"New Thread" and describe your specific problem; you especially need to
provide the complete error code.

I was having a similar problem after updates. I see your problem has been
resolved, so for others who might have a problem with the user name and
password screen pop-up and not being able to receive emails without entering
user name and password, this is the solution I found.
On your Windows Mail, click open Tools; then click open Accounts; highlight
which mail account you want to modify; then click on Properties; then click
on Servers where you can Check the box to remember your password. If you
don't check the box to remember your password, the user name and password
screen will continue to pop-up for your mail account(s). NOTE: The user name
and password are what you gave your Service Provider.
