Is it possible to change the User Manager Control Panel Applet of Windows XP
Professional Local, non domain environment to Windows 2000 Professional User
Manager Applet (Style)?

Just to be sure we're talking about the same thing, do the
following:
On your XP system, go to Start -> Run and enter this in the
Open box,

control userpasswords2

This launches a User Account dialog which is similar to the
"Users and Passwords" Control Panel applet you see in Windows
2000.

If you wish to access this dialog from Control Panel go to this
web site and download the registry fix from line 1, right hand
side, "Add Control Userpasswords2 to Control Panel":

If this isn't what you're referring to, post back with a
description of exactly what you mean by "User Manager".

Not that I know of but I always use lusrmgr.msc which is available in
Computer Management also. --- Steve
