We have Windows 2003 server and Windows XP pro workstations.

Server login name has administrator, user001, user002, user003...

Can we setup workstation1 for administrator and user001 only?
workstation2 for administrator and user002 only...

We set server administrator has administrator's right and user001 has power
user's right for workstation1. But user002, user003... still can login
workstation1.

Can we setup power user can install software?

Sure. Go into Local Security Policy local policies/user rights and configure
the user right for logon locally to have administrators and user 001 for
workstation 1 and administrators and user 002 for workstation 2, etc. Power
users can install a lot of software but you will find that some applications
need the user to be local administrator to install software. --- Steve
