user in local administrator group doesn't have administrator access

I have had a number of issues come up that seem to be
related. 1st - I don't have the System Restore tab when
I right-click My Computer and select Properties. Then I
have about 3 or 4 updates from Windows Update that won't
install. I downloaded a couple of the updates and ran
them and get the error "A required priveledge is not held
by the client." I have this problem with my network
account, my local account and my local admin account.
All 3 are in the local administrator group.

For System Restore, click Start, Run and enter SERVICES.MSC Locate the
System Restore service and make sure its set to Started and Automatic. You
may also want to look in the Group Policy Editor to see if this feature has
been locked out.

that works ok but the problem I have is that the OS
doesn't seem to recognize that I have administrative
priveledges. I should be able to see the tab because I'm
an admin and I should be able to install these hotfixes
because I do have admin priveledged. Any idea what might
be causing this?
