Is there a free utility that I can use to import NetWare users into AD.

Im pretty sure if you want all the user info such as password, group
membership etc your going to need to shell out the money for a 3rd party
migration tool (quest software)

If you dont care about passwords/groups you can create the uses with Net
User command and specify a .txt file with a list of the names

just use a FOR DO loop.
