User creates public folder without becoming owner?

Is it possible to configure a shared mailbox (or configure a user?) in
an Exchange 2003 / Outlook 2003/2007 environment, so when the user
creates a new folder in that shared mailbox, they don't become the
folder owner? Put another way, is is possible for the folder to
inherit the user's current permissions (perhaps Publishing Editor or
Publishing Author?) but not exceed those permissions? I did a few
quick web and Usenet searches and didn't find anything, so this could
be a silly question... But thanks for a definitive answer.

There is NOT a way to do this. If someone creates the public
folder, they own it.
