User created reports

I would like to allow some Users (not all) to use the report writer. I would
like to use a Switchboard option to open the reports section of the database
window without giving the user the ability to get to the tables, macros, etc.

Can you please point me in the right direction?
 
What I would like to do is launch the report wizard. Is that possible from a
switchboard or a macro?
