User can`t create folders under "cabinet"

I have a user with a strange problem. He is unable to create folders in
Outlook 2003 under the "Cabinet". Actually, he can`t create them under
any folder except the "Archive" folder. The message he is getting is
"unable to create the folder". The strange thing is that he just started
having trouble with this about the same time I applied several Windows
security patches and installed SAV 8.0, which I did on every other
machine on our network, but with no problems on the other machines. I
tried the /resetfolders switch, and the "Detect and Repair" option under
help. I also tried specifically giving him author permissions to the
folder, even though he shouldn`t need that. I emptied his deleted items
folder, and that didn`t help either.
I disabled Exchange server cached mode, and that seemed to solve the
problem, but the performance is pretty poor in that state. We are in a
Windows 2000 domain with an Exchange 2000 server. Thanks.
 
Find and delete the users OST file and enable cache mode - outlook will
create a new one.

Outlook stores your messages stores (OST and PST) as hidden files in
C:\Documents and Settings\username\Local Settings\Application
Data\Microsoft\Outlook. You can easily access it by pasting
%USERPROFILE%\Local Settings\Application Data\Microsoft\Outlook
in the Address bar of your browser or Windows Explorer.
