I have no idea why you need to 'rebuild' your user accounts - as you have
given no clue as to what got you to this point, what you have tried, what
backups you have, what service pack you have installed, if you are up to
date with the 90+ Post-SP2 updates, what your skill level on computers is,
what your backups are like, etc...

You still have the built-in administrator account - as you cannot delete
that one. CTRL+ALT+DEL twice at the welcome screen and logon with the
username "administrator" (sans the quotation marks) and likely the password
field can be left empty.

Shenan Stanley,
Thanks for any and all your help! No system images but can go into recovery
consol.e via menu option if that can help? Have all disk and drivers for
system.
xppro 2002 sp2
Can't do anything without administrator privilages? Only can logon with
limited account. No other available?

Perhaps you have disabled the built in administrator account. This account
cannot be deleted. It can, though, be renamed, disabled, or both.
The built in Guest account cannot be disabled either. However, it can be
renamed, disabled, or both.
You must create new accounts with an account which has administrator
privileges.
XP may not display either the administrator or Guest accounts. But not
seeing them does not mean that they don't exist.
You should boot the computer into safe mode (as described in the fine
manual). You can then logon to the administrator account if you have not
disabled it and
if you remember the password if you set one.
If none of this works, then it is reinstall time.
