What happens when you try? Any error messages? What changed between the
time things worked the the time they didn't? What version of XP and
what Service Pack level? Virus/malware status?

nothing happens when I hit the user accounts link on the control panel page.
It does highlight but nothing ever opens only thing is that I can think of
that I lost a file somewhere. No error messages either

You still didn't answer my question about the virus/malware status of
the machine. Make sure it is clean:

If the machine is clean, try the System File Checker:
Start>Run>sfc /scannow [enter]

Note that there is a space between "sfc" and "/scannow". You may need
your XP cd so have it handy.
