i wanna know how to setup other user account without giving them
administrator priviledges. everytime i try the second account automatically
has priviledges.

Be logged in with an account that has administrative privileges. Go to
the User Accounts applet in Control Panel. Create a new account. Pay
attention, because the *default* is "computer administrator" but you
can change the account type to "limited". You are just missing the
option, clicking through too fast or something. Or you can go into the
applet and change the account you just made to "limited".
