User Accounts will not open in Control Panel

I have a customer using Windows XP Home on A Dell Computer
And I am trying to assign a password.
any suggestions

What Dell computer model is it exactly?
Did this computer come with XP Home pre-installed?
If it was an upgrade from a previous version of Windows
how long has XP Home edition been installed?
Do you get an error message when you try to open
User Accounts in Control Panel?
Has the system been scanned for viruses and spyware?
Have you tried booting to Safe Mode as the built-in
Administrator account and see if User Accounts will
then open up?
