User Accounts not working correctly

I have XP Media Center Edition 2005 and set up a user account with
administrator rights. When I switch to this account I can not access Control
Panel or Windows Explorer. When I click them, I get the hourglass cursor for
a few
seconds, the screen icons blink one time off-on. No warning messages or
anything. I also can not launch IE. When I clicik that all I get is the
hourglass for a few seconds. The original Admin Account works fine.

Also, if I switch to Guest Account and open for example MS Word, If I click
File -> Open, I can access all folders. I think they're supposed to be
restricted?

I tried scannow, but it askes me to insert program file CD and I bought PC
with SW already installed.

Any ideas how to fix?
 
The user account you setup, you have used it before, correct. Meaning that
you have logged in and set it up manually, such as network connections, ....
You have used it as a user?

Guest account is a limited limited user account. It can still use
applications as itself.
But it should only be able to access certain folders and files.

SFC /SCANNOW only works if you have the original CD, or the i386 was copied
to your hard drive somewhere (e.g., C:\I386, C:\Windows\I386, ...)

If you didn't get the installation CD from the manufacturer, contact them.
You probably will have to pay a small price.
 
I did not configure anything in the new account. I just created a new account
with admin rights in the User Accounts in Control Panel. I log on to that
user and when I click on IE icon it doesn't execute. Also I can't access
Control Panel or Windows Explorer with this account.

On my computer the Guest Account definitely can access files in all folders
if I use Open File in Word or Excel

I have a folder C:\windows\i386 I don't remember scannow asking for a folder
location, only to insert CD2

I appreciate any help you can give me.

I actually have the same problem. When I switch between two Admin accounts I
am unable to get the desktop icons to work.

I read a tip in another thread that helped with part of my problem. In
Control Panel -> User Accounts -> "Change the way users log on or off" if I
uncheck "Use the Welcome Screen" and "Use Fast User Switching" IE works fine
and I can now reach Control Panel and Windows Explorer. Any idea how to get
it to work with them checked?

However, a limited user account can still access all folders and files.
Sometime I get a message "Data Already in Use" "The data required by Updates
from HP is still engaged by Fred2" Fred2 is the name of another user account.
