User Accounts icon in Control Panel does not open the user accounts window
when I double click it. Is there another way to access user accounts, and how
can I restore the functionality of the icon? Program is XP Home.

This should open the XP Home User Accounts...
Start | Run | Type: control userpasswords | Click OK

Or try this...
Start | Run | Type: nusrmgr.cpl | Click OK

Look here...

Read the instructions at the top.
Scroll down to...

Thank you for your reply. When I enter either of the items you suggested, I
get back the response "cannot find nusrmgr.cpl". I searched for the file and
found nusrmgr with no extension. It would not open when I clicked it. Any
idea what this means?

Also, tried restoring the registry with the #256 from kellys-korner, but
still does not function.

Try this one...

Start | Run | Type or paste this in the box and click OK...

%windir%\system32\nusrmgr.cpl

nusrmgr.cpl should be in
%windir%\system32
and
%windir%\system32\dllcache

%windir% = C:\WINDOWS if Windows is in the Windows folder on C:
%windir% = C:\WINNT if Windows is in the WINNT folder on C:

In answer to your earlier question, I did reboot.

Tried running the last entry you gave me, and again Windows cannot find the
file.

NUSRMGR.CP_, the compressed version of nusrmgr.cpl, is on the XP CD. It can
be expanded. Sort of like a zipped file, only different.

Expand a file at a command prompt.

To use Expand.exe at a command prompt, follow these steps:

1. Insert your Windows XP installation disk into your CD drive or DVD
drive.

2. Click Start, click Run, type Cmd and then click OK.

3. Type cd\ and then press ENTER.

4. Type the following and hit ENTER...

EXPAND -R D:\I386\NUSRMGR.CP_ %windir%\system32\nusrmgr.cpl

Assuming D: is your CD drive.

Also if you installed Service Pack 2, you can copy the "nusrmgr.cpl" file
from "%windir%\servicepackfiles\i386" to "%windir%\system32".

I am having the same problem. Does anything fix this and why would this happen?
Would the fact that I am running WindowBlinds have anything do with this
problem?

I have the same problem, clicking on the user accounts icon does get me the
note pad instead, strange but true.....with the error notice that the path
and filename can't be found.......
