Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.
This should replace/repair any corrupt system files.
If that does not work, go Control Panel > User Accounts > and temporarily
turn of User Accounts Control.
Problem is solved, found that if you put your task bar on the right side of
the screen, the user button is right underneath start button, so when you
click the start button, for some reason one click clicks them both, so UC
panel pops up.
I made the task bar wider so they don't line up.
