User account not seen in Safe Mode

Hello!

A friend has the following user accounts defined, using XP Pro (user
name, followed by group)

UserA: Administrators
UserB: Administrators
Guest: Guests
UserC: Administrators
UserD: Administrators

When he boots into Safe Mode, he's given the choice to log in as
Administrator and UserB only. Shouldn't he also see UserC and UserD as
available users to choose from?
