"User Account Icon" missing forever after rebooting the computer

XP Home Edition
Issue 1):
Because the "User Account Icon" is missing, the only way I can login is to
use "Ctrl-Alt-Del" for the login dialog to show up and then login from there

Issue 2)
After I login, I go to "Control Panel->User Accounts->User Accounts", it
shows pop up dialog, "The current usr account is not recognized. Restart the
computer and then open User Accounts.

How to solve the issues?

Restart in Safe Mode by repeatedly tapping the F8 key as the computer is
starting up. In Safe Mode, log in with the usually hidden Administrator
account. The default password is blank.

Now go to the User Accounts applet in Control Panel. Make a new user
account for yourself and make sure the "use the Welcome Screen" isn't
checked if you want to see user icons. Because you haven't given us any
details about your system, what changed from the time things worked,
what troubleshooting you've already done, etc. we can't guess the root
cause of the original issue. If your user account just got corrupted
and you know the system is clean, you can copy over your data files
while logged into the new account you made and afterwards delete the
old corrupted account.

Make sure your computer is 100% virus and spyware-free and it is
well-maintained.

If you'd like more help, then please post back to this thread with more
details to help us visualize your system and what happened.

Dear Malke:
1)
After I use "safe mode", "User Account Icon" is still missing on the XP
Welcome page. So I have to use "Ctrl-Alt-Del" to login as Administrator

2)
After I login as Administrator in safe mode, I go to "Control Panel->User
Accounts", it STILL shows pop up dialog, "The current usr account is not
recognized. Restart the computer and then open User Accounts."
The feature, "Control Panel->User Accounts" is completely blocked off on my
laptop computer.....

BTW, when I click the user icon located on the top of "Start menu", same
dialog showed. "The current usr account is not recognized. Restart the
computer and then open User Accounts."

So you can't even create a new user account with the Administrator
account? I don't have an answer for you, but here are some questions:

1. What changed between the time things worked and the time they didn't?
2. Do you have a full-featured antivirus installed using updated
definitions? If so, what does a scan with it - in Safe Mode, please -
show?
3. What is the make/model of the laptop? Is it old?
4. Do any other Control Panel applets work?
5. Are there any clues in Event Viewer? Find Event Viewer under
Administrative Tools in the Control Panel.

Answer those questions so we can try and narrow down what's going on and
how to fix it.
