User account and system clock modification right

How could I restrict an account user to modify the system clock while
allowing him the right to create new user account?

By modifying the local security policy (or using a GPO if the computer is a
domain member); have a look in Computer configuration -> Windows settings ->
Local policy -> User rights assignment.
