User Access and privileges on different programs

Hi,
I am new user to XP. I had created two accounts in the computer. One is as
administrator and the other just limited user. But in both accounts the
computer is loading all the programs but instead I want to have only some
programs to be loaded and also limit their access ( or privilege, like
printing saving etc.,) This I saw in Windows 2K but I could not find these
options in XP Home Edition.
Is there any way?

Look at the folder ../Documents and Settings\All Users\Start Menu\Programs\StartUp and others

I had tried both the options but could not, all the programs are loading and
making my computer weak because of too many processes. Even I disabled them
manually from administrative tools folder. Like windows 2000 every program
has an option for the administrator to declare allow/deny/printand share
options with different users. Like that any option available in windows XP
home edition.
