Use Word as Email Editor greyed out

I've got the format set to html, but the options to use word are still greyed
out on the other settings. any ideas how to get word to be my editor?
 
What version of Word and what version of Outlook? Both need to be the same
version.

that's the problem. Outlook is 2003, but word is 2000. don't know why.
