Use USB port as COM port?

My laptop does not seem to have a 9 pin COM port which I require to transfer
information to another device. I have cords to convert the 9 pin port to USB
but when I hook it up to my laptop it does not seem to recognize this. Can
you use the USB port on your laptap as a COM port? Do I need to change the
settings somewhere to make this work?

Any help would be greatly appreciated.

I don't have one, but I think those USB-to-Serial adapters need a driver
(Vista compatible) to work. Check with the cable manufacturer.
