USB storage only using about 10%

I have tried to back my system up on 1 gig flash drives and Seagate external
HS (80 gig) but the system only recognizes about 10% on the storage attempt.
Windows Explorer shows devices still have about 90% free space.

May be a different issue, but manufacturers of large capacity
external USB hard drives generally supply them formatted as FAT,
but recommend initially reformatting the drive to NTFS on Win2K and up,
because of FAT file size limitations (and re-partitioning limitations);
