USB still powered after shutdown

Hi all,
I've recently noticed that power to my USB mouse and SD card reader devices
is still on even when the PC has gone through the Windows 'shutdown'
procedure. The only way to remove the power is to switch off at the power
switch on the back of the PC.

The mouse is connected via a USB to PS2 adaptor (which came with the mouse)
into the PS2 port and the card reader is connected internally to the USB
output of the motherboard.

Should I be concerned about this or can it be left "as is" or is there some
other reason why this would be happening?

My HP Pavilion behaves the same.
If you want everything off, use the switch at the back or pull the mains
plug out.

On some Mainboards you have a jumper for this issue. With this jumper
you can set the mode in wich the USB Ports are powered on. They nare
often named "USB device wake-up jumper", you can set them to +5V or
+5VSB. Set them to +5V then the ports are not powered when the computer
is not running ...

Have you tried using the USB mouse as designed (ie, connected to the USB bus
instead of using some nasty hack of an adapter to use it on the PS2 port)
yet?
