usb startup disk help needed

Hi I need to make a usb startup disk so I can do a clean install of win xp
pro on a laptop I dont have a floppy drive

I need "fdisk" to delete a partition and to make a new one then do a format

and with cd rom device drivers to get enabled

my laptop is a compaq presario CQ60 210TU

In addition to what Leonard Grey posted, you can download the software for
BartPE and create a quite versatile repair disk.

No, you don't.

Just boot from the Windows XP CD (change the BIOS boot order if
necessary to accomplish this) and follow the prompts for a clean
installation (delete the existing partition by pressing "D" when
prompted, then create a new one).

You don't need the floppy. The XP CD is bootable, and has the partitioning
and format tools.

USB floppy drives are available for about $20, and are a good tool to have
on hand.
