USB Serial Adapter - windows error message

Does anyone know why I would get an error message from
windows stating not to load software for the device or it
will damage you Windows in the future?

I purchased a Belkin USB Serial Adapter(109) to use with
my Palm but when I load it, I get this Windows error
message.

I am working on Windows Xp on a new DELL Inspiron 1100
Laptop.
