USB ports no longer recognize any device

I don't know how it happened but I have 2 usb ports on my
laptop that are no longer recognizing any devices you
plug into them. They show up as 'unrecognized' in device
mgr. When you perform a scan for hardware you get a
baloon that states it found an unrecognized device but
that's no change in the device manager listing. I've
tried restoring to previous points but it doesn't help.
Any suggestions?

are those usb 1 ports or usb 2? if they are usb 2 ports, try plugging
in usb 1 device to see if it recognizes them, then you will know
whether you have a hardware or software problem.

also, found in the forum, other have suggested going to device manager
and deleting the root hubs and controllers and then reboot, let
windows find them again and sometimes it will reset the problem.

They are usb 1. Tried deleting all the USB
hubs/controllers and reboot...didn't work unfortunately.
