USB Overload

I have an issue with several DELL GX280 computer systems and connecting USB
devices.

The GX280 system is a USB only system (No PS2 keyboard/mouse ports)

Problem I am having is

I have two external USB hard drives, Both Maxtor drives One is a 250 Gig
and One is a 300Gig. 3100 series and 7100 series drive but i don't think
it matters...

I can plug both drive into the system one at a time and both work fine
I can plug one drive in and it registers fine, then i plug the other drive
in and i get a error stating:

"DeviceFailedEnueration: Unknown Device"

After which, the first drive worked fine prior to inserting the second drive
and after the second drive fails the first drive stops working properly...
when i attempt to copy files to/from it, I get Write fail errors. I have to
unplug both drives and insert only one to get it to return to normal ops...

USB devices plugged in are:
Keyboard
Mouse
Blackberry
SCM Smart Card Reader
Dell 19" Monitor non-powered Hub w/4ports


When using USB Info diagnostic software, I can see that both drives are
attempting to use the same DriverKeyName

However I also have a SanDisk flash drive and it two will not work when
plugged in at the same time as the external hard drives. It seems like I
am at a certan point where the system is maxed out on external storage
devices...

One note though on the GX270 and GX260 machines (that have PS2 Ports) I can
plug both drives in without problem. I have tried this on several
systems. Can't verify if this was happening before SP2 or after... as all
my 280 systems have SP2 on them already. I have tried removing all but
Keyboard and Mouse with no other usb items installed drives still fail....

The systems are using the INTEL USB drivers to drive the USB ports published
my Microsoft... Both external drives have their own power supply and is not
drawing current from the USB ports. I can't even plug in two USB Flash
drives at the same time either.

The USB Mass Storage Device just will not get past 1 device.

Yes i have tried uninstalling all USB drivers / hubs etc and have them be
redetected but problem still comes back as soon as the mass storage drivers
load...

Please shed some light on this as I have exhausted several hours over
several months trying to fix this to include reinstalling Windows XP from
scratch....

Anyone have a powered hub that you can borrow and try? I keep my keyboard
and mouse plugged directly to the case. Everything else (printer, scanner,
graphics tablet, external drives, card reader) gets plugged into powered
usb hubs. So far (several years spanning XP's lifetime), no problems.
