usb not fully functional

I am a total novice. I cannot run a scanner from my usb
ports as I am told they are not fully fuctional. how can
I get these ports fully funtional.

The USB driver set might need to be installed from the cdrom that came
with the motherboard. In addition, there may be other devices that need
to complete their installation. Open Device Manager and look for any
other components flagged by the yellow question mark (?) or the red
exclamation (!) mark.
